ICE issues new rules limiting vehicle chases, requiring traffic-stop training

Following a series of fatal shootings during encounters in Texas, U.S. Immigration and Customs Enforcement (ICE) has issued an internal memo detailing new guidance that strictly prohibits agents from engaging in high-speed vehicle chases and mandates specific training requirements before conducting traffic stops, along with the required use of lights, sirens, and body cameras. While White House border czar Tom Homan defended the agency by stating that the vast majority of officers act professionally despite recent mistakes, immigrant advocacy groups are pushing back fiercely against the policy shift. Most notably, RAICES, a prominent nonprofit providing legal and social services to immigrants, completely rejected the updated protocol; co-CEO Faisal Al-Juburi heavily criticized the new rules, condemning the move as mere "performative damage control" designed solely to mitigate public outrage over what the organization strongly characterizes as "state-sanctioned lethal violence" targeting vulnerable communities.
